1. WHAT IS OOLTOBOLEE?
Ooltobolee is a “reverse bidding” weekly auction you can participate in through your cell phone. Bids are placed by SMS during a stipulated bidding period. You can bid as many times as you want within this period of time. Unlike regular auctions, where the highest bidder takes the item being auctioned, ooltobolee offers the item to the “lowest unique bidder”.
2. HOW DOES ONE PLAY OOLTOBOLEE?
During the “ooltobolee time” of the week, just type OB(space)"your bid amount" and SMS it to 2722.
eg. type OB 2.51 and SMS to 2722
You will instantly get an SMS response stating whether your bid is “lowest unique” or not. If it is “lowest unique”, you will be informed accordingly. If it is not “lowest unique” (which means someone else has bid that amount or lower, already), you will be asked to try again.
Nevertheless, you can bid as many times as you want - so keep sending in your smartest bids. After all, someone will send “lowest unique bid” or as we call it, “ooltobolee of the week” - and that someone could be you !
3. DO I NEED TO REGISTER TO PLAY OOLTOBOLEE?
No registration is required. Just pick up your cell phone and type OB(space)"your bid amount" and SMS it to 2722 during the stipulated “ooltobolee time”.
eg. type OB 2.51 and SMS to 2722

A cell phone with a NTC/Mero Mobile/UTL sim and adequate balance. And a calculative mindset !
5. HOW DO YOU SAY OOLTOBOLEE ?
Say it anyway you want. What matters is how you play it!
6. WHAT ARE THE OOLTOBOLEE RULES?
Ooltobolee rules are simple.
a. Bids should be sent by SMS to 2722
b. Only those bids received during “ooltobolee time” are valid.
c. Bids must be “unique” and “lowest” to win the game.
d. In case your bid matches someone else’s bid, then both bids are cancelled and both persons will be requested to re-bid.
e. If all the bids below the amount of any of your unique bids get cancelled then your bid automatically becomes the Lowest Unique bid (provided no one else had previously bid an amount equal to your bid). You shall be automatically notified if any of your bids become the Lowest Unique bid during the OOLTOBOLEE time.
eg. if the bids placed in OOLTOBOLEE are in the order of 2.32, 3.54, 5.43, 6.78, 2.32, 3.54 and amongst these, the bid of 5.43 was your bid. 2.32, 3.54 are cancelled and your bid of 5.43 becomes the lowest unique bid and will so remain till no one else either bids the amount of 5.43 or any other lowest unique bid. You will be notified of this situation in case it happens!
f. The minimum bid amount is 0.01. You can bid at any amount so far as it is equal to or more than 0.01. The bid amount can be only in upto two decimal digits. Example of valid bids:
OB 3.56 Valid bid
OB 2.521 Invalid bid (as three decimal digits have been used)
OB 10 Valid (the bid which has no decimal digits is accepted)
OB 0.00 Invalid (as minimum bid has to be 0.01)
OB -0.01 Invalid (as the bid is for a negative amount)
g. Example of a winning situation:
Bids placed are 0.01, 1.42, 0.01, 0.02, 0.02, 2.43, 3.58, 9.67, 10, 3.34, 1.42
In the above example, although 0.01 is the lowest bid but is not unique as the same amount has been bid twice, the lowest unique bid (a bid which is lowest amongst other bids for which amount no other person has bid) is 2.43 and will be the winning bid.
h. In case there are no unique bids at the time of closure of OOLTOBOLEE time then the lowest bid amount for which the least number of bids have been received, shall be the qualifying amount for OOLTOBOLEE and the first person who had placed such bid amount will be the winner of OOLTOBOLEE.
For example:
Bids placed are 0.01, 1.42, 0.01, 0.01, 1.42, 1.42, 9.67, 1.42, 9.67, 10, 10
In the above example, 0.01 has been bid 3 times, 1.42 has been bid 4 times, 9.67 has been 2 times and 10 has been bid 2 times.
Since there have been only two bids each on 9.67 and 10, the winner bid will be of 9.67 (as this is the lowest amount for which least bids have been received).
In the above example, out of the two people who bid 9.67 the person who bid 9.67 FIRST will be the winner of OOLTOBOLEE auction.
i. Any bid which was Lowest Unique Bid during any time of the game may not remain lowest unique bid due to someone placing another lowest unique bid or the same amount and user will be notified of the same. However, if for any reason, the user does not get such message from us then we shall not be held liable and the Lowest Unique Bid at the closing time will be the final winner.
j. The winner of OOLTOBOLEE auction will be notified and he will have to pay the amount which was his qualifying bid in order to buy the item being auctioned. If the winning bid is 9.67, the winner will have to pay us Rs.9.67 only to buy his product from us under this bid.
k. All the Bids will be handled by a computer programme which will have no manual intervention or access.
We will not be responsible for any delays or non-delivery of messages due to any network error.
l. Each message sent to 2722 will cost Rs. 5/- plus applicable taxes.
m. In the event of any dispute, the decisions of Asia Pacific Communications Associates Nepal Pvt Ltd will be irrevocable, final and binding.
7. HOW MANY TIMES CAN I PLAY OOLTOBOLEE?
You can play “ooltobolee” as many times as you want. Bid as many times as you please but remember the bidding is only valid during “ooltobolee time”.
8. WHEN CAN I BEGIN PLAYING OOLTOBOLEE?
Ooltobolee begins this Sunday (07/02/2010) and will be played every week with a new item being auctioned every time.
The game can be played only during the stipulated time period - this we call the “ooltobolee time”.
During “ooltobolee time” you can SMS your bid amount to 2722 to place your bid in the auction.
9. WHO IS NOT ALLOWED TO PLAY OOLTOBOLEE?
Anyone who has not attained an age of 18 years is not allowed to play OOLTOBOLEE. Also, understandably, all the employees working for APCA Nepal, The Himalayan Times, Annapurna Post and Enara Entertainment P Ltd. their associates are not allowed to participate in this game.
